Further CBDC evaluations recommended by UK house of commons

The United Kingdom Parliamentary Committee, housed in the House of Commons, has expressed concerns over the potential costs and benefits associated with the launch of a digital pound. The committee has urged the Bank of England and the Treasury to conduct additional consultative work to thoroughly assess the advantages before moving forward.

A report from the House of Commons Treasury Committee revealed that the groundwork and tests for a central bank digital currency (CBDC) have incurred substantial costs for the Bank of England and the Treasury. The committee recommended enhanced transparency regarding these costs, suggesting a separate line item in annual reports and accounts from 2024 onward to monitor and control expenses related to CBDC initiatives.

While the ongoing tests of an English CBDC have highlighted various benefits in terms of issuance, distribution, and privacy, the committee remains cautious about an official launch. It emphasized the need for a cost-benefit analysis, stating that it is currently unclear whether the benefits would outweigh the potential risks associated with a digital pound.

The committee also advised the Bank of England to refrain from speculating that a digital pound could solve issues beyond its capabilities. Additionally, it emphasized the importance of ensuring that the introduction of a digital pound does not exacerbate existing financial exclusion issues prevalent in the fiat economy.

While both the Bank of England and HM Treasury acknowledge the future necessity of a digital pound, they are cautious about committing to the infrastructure buildout without comprehensive preparatory work. Factors such as the declining use of paper currency, the rise of privately issued digital money, and global developments in central bank digital currencies will play a role in influencing the decision to proceed with the digital pound’s launch after the design phase.
